Improved Social Cohesion it the fifth thematic priority (Pillar 5) of the EUSAIR. It strengthens social and economic resilience across the Adriatic-Ionian Region by aligning regional action with EU policies on social cohesion, the green transition, and digital transformation. The pillar focuses on empowering young people, expanding access to quality education and lifelong learning, and improving access to the labour market. By promoting skills development for future jobs, it supports workforce adaptability in a rapidly changing economy. Pillar 5 also advances equal opportunities by addressing gender inequality, pay gaps, precarious work, and labour exploitation, while encouraging youth engagement and active participation in civic and economic life. Through social innovation and responses to demographic challenges such as ageing populations, it fosters inclusive growth and long-term stability. By strengthening employment, skills, and inclusion from a macro-regional perspective, Pillar 5 contributes to a more competitive, cohesive, and future-ready Adriatic-Ionian Region.

ACTIVITIES BY TOPIC

To achieve the abovementioned objectives, Pillar 5 will focus on four topics:

TOPIC 1: Youth engagement and employment

The main objective of this topic is to empower young generations, by increasing their capacity to actively participate in the social and economic life. This will be achieved through:

  • creating a stronger link with EU policies;
  • amplifying the voice of young people in public policymaking as actors of change and including young people and youth representatives in the decision-making process, e.g. through setting up a Strategy Youth Council;
  • including youth representatives in the development and implementation of the Strategy to make it more inclusive; and
  • promoting activities aiming at increased youth employability, focusing on skills, quality of education, apprenticeships/traineeships and matching with employers/sectors in demand for workers.
TOPIC 2: Promoting skills acquisition for future labour markets

The main objective of this topic is to promote life-long learning opportunities and access to the labour market for the Adriatic-Ionian population. This will be achieved through:

  • supporting policy harmonisation in macro-region with emphasis on implementation of EU skills frameworks and initiatives;
  • modernisation of school, higher education, VET and adult education curricula in line with the labour market needs;
  • skills development for future labour markets.
TOPIC 3: Equal opportunities in the labour market

The main objective of this topic is to ensure equal opportunities in the labour market by addressing current issues such as gender inequality and discrimination, gender pay gaps, irregular work, precariousness, labour exploitation. This will be achieved through:

  • supporting people in the Adriatic-Ionian Region to overcome and prevent gender discrimination at work and labour exploitation, and to build gender equality and decent work, in line with the principles and targets of the European Pillar of Social Rights;
  • promoting equal opportunities in the labour market and thus reduce the gender gaps and discrimination in terms of employment and payment; and
  • better protecting labour rights and conditions of the local population, and thereby increase the employment rate and reduce gender related poverty.
TOPIC 4: Social Innovations

The main objective of this topic is to further promote the concept of social innovations in the Adriatic-Ionian Region by tackling key challenges – such as active and healthy ageing – arising from the ageing population trend in the region. This will be achieved through:

  • promoting existing solutions for social innovations and social economy;
  • strengthening the capacities of decision-makers and transfer of knowledge in the field of social innovations;
  • increasing the visibility of the social economy sector as attractive employer by combining economic, sustainable and social goals;
  • promoting an active, strategic approach to the field of social innovation/social economy;
  • providing professional support in training and education to vulnerable groups;
  • information campaigns on the funding possibilities from EU and national level;
  • promoting age friendly and inclusive environments for all age groups;
  • enhancing life-long learning and knowledge-interaction for all generations.

Achievements

Strategic Project EUSAIR POPRI Youth (POPRI-SOCIAL)

Pillar 5 strengthened EUSAIR POPRI Youth by formally integrating social entrepreneurship, empowering young people to design business models with measurable social impact across the Adriatic–Ionian Region.

Strengthening the Social Entrepreneurship Dimension of EUSAIR POPRI Youth (POPRI-SOCIAL)

EUSAIR POPRI Youth is a long-standing macro-regional flagship initiative supporting entrepreneurial learning among young people across all ten EUSAIR countries. Over six implementation cycles, it has demonstrated strong engagement of high-school and university students in developing innovative business ideas. Pillar 5 recognised a consistent pattern across POPRI editions: youth business models increasingly embed social value, community benefit and sustainability, yet this dimension remained informal and insufficiently structured. The POPRI-SOCIAL strategic project represents a concrete Pillar 5 achievement in addressing this gap by formally integrating social entrepreneurship into the POPRI framework.

The achievement was developed throughout 2025, with conceptualisation and stakeholder consultations conducted within TSG5 and POPRI partner meetings. The strategic project fiche was finalised and endorsed for further development in early 2026.

The achievement institutionalised social entrepreneurship as a recognised and measurable component of youth entrepreneurial learning within EUSAIR Pillar 5. It strengthened youth participation in macro-regional governance, reinforced cross-border cooperation, and aligned POPRI more closely with Pillar 5 priorities on social innovation, skills for future labour markets and inclusive youth engagement.

  • POPRI network covering 10 EUSAIR countries
  • Engagement of technology parks, incubators and educational institutions across the macro-region
  • Introduction of 1 new macro-regional award category focused on social impact
  • Structured involvement of the EUSAIR Youth Council representatives from all participating countries

MedDiet Cross-Pillar Flagship Development

Through Pillar 5, the MedDiet flagship integrates youth, skills and social innovation, transforming the Mediterranean Diet into a driver of inclusive growth and social cohesion across EUSAIR.

Pillar 5 Contribution to the MedDiet Cross-Pillar Flagship Initiative

The Mediterranean Diet (MD) is internationally recognised not only as a nutritional model, but as a cultural, social and economic system rooted in community practices, knowledge transmission and sustainable lifestyles. In 2025, EUSAIR’s Pillar 4 launched the development of a cross-pillar flagship initiative positioning the Mediterranean Diet as a strategic tool for sustainable tourism, local development and social cohesion. Pillar 5 played a key role in embedding the human capital, youth and skills dimension within this flagship.

The achievement emerged from cross-pillar consultations and workshops in 2025, notably following the Bari Mediterranean Diet conference and subsequent flagship-development processes. Pillar 5 contributions were consolidated by late 2025, forming an integral part of the MEDDIET flagship concept approved for further development.

Pillar 5 contributed by ensuring that youth engagement, education and labour-market relevance were fully integrated into the MedDiet flagship. Activities included:

  • Defining human-capital development as a core pillar of the initiative, linking education, skills and employability to MD value chains;
  • Designing youth-focused components such as skills academies, entrepreneurship labs and inter-generational knowledge transfer;
  • Aligning MedDiet activities with Pillar 5 priorities on social innovation, youth employment and future-oriented skills;

The achievement ensured that the MedDiet flagship moved beyond a cultural or tourism-only concept and became a comprehensive socio-economic development framework. Pillar 5 successfully positioned youth, skills and social innovation as enabling factors for sustainable Mediterranean Diet ecosystems, contributing to territorial cohesion and inclusive growth.
