Environmental Quality is the third thematic priority (Pillar 3) of the EUSAIR Strategy. It promotes joint action across the Adriatic–Ionian Region to protect and restore marine, coastal, and terrestrial ecosystems, while strengthening climate resilience. The pillar supports crossborder cooperation to improve the quality of marine and coastal environments, safeguard biodiversity, and enhance ecosystem services that are vital for communities and regional economies.

It also tackles key pressures on terrestrial habitats, contributing to Europe’s biodiversity recovery in line with the EU Biodiversity Strategy for 2030. By aligning regional efforts with the European Green Deal, the 2030 Agenda for Sustainable Development, and the Paris Agreement, Pillar 3 helps ensure that environmental protection goes hand in hand with sustainable development, climate action, and long-term wellbeing for people and nature across the macroregion.

Pillar 3 focuses on two thematic areas:

  • Marine and coastal environment
  • Transnational terrestrial habitats and biodiversity

ACTIVITIES BY TOPIC

Two topics are identified as pivotal in relation to environmental quality in the Adriatic-Ionian Region:

TOPIC 1: Marine and coastal environment

The main objective of this topic is to strengthen the collaboration in the Adriatic-Ionian Region in improving the marine and costal environment as well as biodiversity and ecosystem services. This will be achieved through:

  • improving biodiversity and ecosystem services in the Adriatic-Ionian Region, through better monitoring and management of the coastal and marine biodiversity and better coordination in the fields of maritime spatial planning and integrated coastal zone management;
  • reducing the amount of microplastics, oil spills and other pollutants in seawater, leading to improved water quality and reduced risks to human health and marine life;
  • reducing the introduction and spread of non-native species and pollutants into the sea;
  • adapt to new natural and biodiversity reality due the climate changes issue;
  • increase work on blue and green corridors to achieve good environmental status and ensure safety and security management on that regard.
TOPIC 2: Transnational terrestrial habitats and biodiversity

The main objective of this topic is to address threats to terrestrial biodiversity and contribute to the aim of the EU biodiversity strategy, so that Europe’s biodiversity will be on the path to recovery by 2030 for the benefit of people, the planet, the climate and economy, in line with the 2030 Agenda for Sustainable Development and with the objectives of the Paris Agreement on Climate Change. This will be achieved through:

  • reducing conflicts between humans and large carnivores, among others through improving institutional capacities;
  • rehabilitating and restoring sites and habitats for migratory water birds occurring within the Adriatic-Ionian Region, and developing harmonised research and monitoring methods;

improving the management of nature resources in protected areas and harmonisation of national and transnational policies on management, including more environmentally friendly farming practices, and better analysis and implementation of climate-related risk mitigation and adaptation measures.

Achievements

Large-scale pollution Contingency plan, (ASOSCoP, TSG 3 EUSAIR FLAGHIP)

The ASOSCoP flagship achievement strengthens the Adriatic-Ionian region’s capacity to prevent and respond to large-scale marine oil pollution through a harmonised contingency framework. It enhances regional cooperation, safeguards marine ecosystems, and ensures coordinated action to protect coastal communities.

Protection and enhancement of natural terrestrial habitats and ecosystems (PET HAB ECO, TSG 3 EUSAIR FLAGHIP)

The PET HAB ECO flagship helps protect nature across the Adriatic–Ionian region by creating green corridors that connect important habitats. This strengthens biodiversity, supports climate resilience, and promotes peaceful coexistence between people and wildlife.

Promoting sustainable growth in the Adriatic–Ionian region through Integrated Coastal Zone Management and Maritime Spatial Planning (TSG 3 EUSAIR FLAGSIP)

This project helps the Adriatic–Ionian region grow in a sustainable and environmentally friendly way by coordinating how coastal and marine areas are used. It strengthens cooperation between countries, protects natural ecosystems, and supports shared regional goals under the Barcelona Convention.

The Mediterranean Coast and Macro-Regional Strategies Week Event in Izola, Slovenia

The Mediterranean Coast and Macro-Regional Strategies Week in Izola is strengthening macro-regional cooperation by bringing together stakeholders from across Europe to address the sustainable management of coastal and marine areas. The event is fostering dialogue on key policy priorities, supporting balanced development and long-term coastal resilience.

Project North Adriatic Maritime Incident Response System (NAMIRS) - at sea exercise

The NAMIRIS project carried out a major at‑sea exercise that improved regional preparedness and strengthened cooperation in responding to maritime accidents and pollution in the Adriatic Sea. Supported by the European Commission’s Directorate‑General for European Civil Protection and Humanitarian Aid Operations (DG ECHO), the project puts into practice the shared Adriatic Sea Oil Spill Contingency Plan (ASOSCoP) and enhances collaboration among the countries of the EUSAIR.

Advancing the “Source-to-Sea” approach through Protection of Terrestrial Habitats and Ecosystems (PET-HAB-ECO) and the Sava and Drina Integrated Development Program

Thematic steering group (TSG 3) is promoting a “Source‑to‑Sea” approach through the flagship PET‑HAB‑ECO project and the Sava and Drina Integrated Development Program, helping strengthen climate resilience from the Sava River basin to the Adriatic Sea. These initiatives integrate green and blue infrastructure, ecosystem services and cross-border cooperation to enhance environmental, water, food and energy security.
